Generally speaking, you do not have a limit on the number of times you can transfer a license as long as you deactivate the previous installation, so you’re not using the same product key on more than one system.

Yes. OEM or RETAIL product keys for Windows can be used to activate on the same physical system over and over, no limits (although you might have to call to activate if you do it too often.) If you change the motherboard, it may not work.

You can reuse your windows activation key as many times as you wish. The activation key cannot be activated on two different computers at the same time.
